I have signed off on a lot that never saw a lab.

Not because I wanted to. Because the ship date was Thursday, the lab results would not come back until Monday, and the line lead had already staged the cartons. The marketing page for that brand still says "we test every lot." It does not say "except when we are three days behind on a Nordstrom PO."

What does 'we test every lot' actually mean?

The claim means different things depending on who is making it and what they consider a lot.

For most activewear brands, a lot is a production run tied to a single purchase order. That could be 500 units or 50,000. The testing claim typically means the brand has a certificate on file for that fabric, dyed and finished at a certified mill, with the certificate number tied to that shipment.

What it does not mean: that a sample from this specific production run went to a third-party lab and came back clean before it shipped.

Industry standard is statistically valid sampling per ANSI/ASQC Z1.4, also known as ISO 2859-1. That standard defines how many samples you pull from a lot to get a statistically representative result. It does not require testing every lot. It requires testing enough lots, often enough, to maintain confidence in the process.

What does lot testing actually cost?

In the United States, chemical and heavy metals testing runs $80 to $250 per fabric per color. If you have a legging in three colors, that is three tests. If the waistband is a different fabric, that is another three. If the logo patch is a third substrate, add three more.

A full restricted substances panel, the kind that would catch PFAS, formaldehyde, antimony, phthalates, and the rest of the OEKO-TEX 100 list, can run into the thousands depending on the number of risk parameters.

For a brand producing 10 styles in 5 colors across 4 seasons, true lot-by-lot testing would cost more than most emerging brands spend on their entire quality assurance budget.

So what actually happens?

The brand sends development samples to a lab. The lab runs the panel. The brand gets a certificate. That certificate is tied to a fabric code, a mill code, and a date range.

Production runs. The fabric arrives at the cut-and-sew facility with a certificate of compliance from the mill. The cut-and-sew facility checks the certificate number against the order. If the numbers match, the fabric goes to the cutting room.

No one pulls a sample from the roll and sends it to a lab. That would take two to three weeks and cost $200 to $500 per fabric. The ship date is in six days.

The assumption is that the mill is running the same process, with the same chemistry, on the same equipment, as when the development sample was tested. That assumption is correct most of the time. But not always.

Where the assumption breaks down

Certification of final assembly is insufficient if upstream processes are not compliant. The dyehouse might be certified. The finishing facility might not be. Or the finishing facility might be certified, but the midnight shift supervisor might decide to skip the neutralizing bath because the pH meter is giving inconsistent readings and the truck leaves at 6 AM.

I have seen certificates where the lot number on the fabric roll did not match the lot number on the certificate. I have seen certificates where the date stamp was three months older than the production date on the PO. I have seen certificates from mills that were suspended from the certification program two weeks before the fabric shipped.

The Transformers Foundation put it plainly in their 2024 traceability report: suppliers frequently alter dates and lot numbers on certificates. Customs inquiries have revealed orders manufactured in unaudited facilities, even when the certified factory was the one that won the contract.

This is not a fringe problem. This is how the supply chain works when margins are tight and ship dates are fixed.

What does OEKO-TEX 100 actually test?

OEKO-TEX Standard 100 tests against a list of over 1,000 chemical substances. That sounds comprehensive. It includes banned azo dyes, carcinogenic colorants, pesticides, PAHs, phthalates, PFOS, PFOA, and surfactant residues.

What it does not test: the finished garment that arrives at your warehouse.

OEKO-TEX 100 is a product certification, not a process certification. The test applies to the sample submitted, at the time it was submitted, from the production lot it was pulled from. If the dyehouse changes its softener formula six weeks later, the certificate does not update.

As of June 2026, OEKO-TEX runs a second test series within the certificate validity year whenever a risk parameter is flagged. That is a meaningful improvement. But it is still reactive, not continuous.

And OEKO-TEX 100 is not a sustainability claim. It does not assess environmental impact. It does not audit labor conditions. It tests for harm to the wearer, not harm to the planet or the people making the garment.

What the 'we test every lot' claim misses

The claim misses everything that happens between the certified fabric leaving the mill and the finished garment arriving at your customer's door.

Cut-and-sew facilities add thread, elastic, labels, and trim. Each of those components has its own chemical profile. Most are not tested. The thread supplier sends a certificate. The elastic supplier sends a certificate. Nobody tests the finished garment with all components assembled, heat-pressed, and packed.

Finishing facilities add softeners, optical brighteners, and antimicrobial treatments. Those treatments are applied after the fabric is certified. The certificate says nothing about what was added at the end of the line.

Warehousing and transit add their own variables. Plastic poly bags off-gas. Cardboard absorbs and releases moisture. Temperature fluctuations can activate or degrade certain chemistries.

The claim "we test every lot" usually means "we have a certificate for the fabric in this lot." It does not mean "we verified the finished product you are about to sell."

What about brands that actually test finished product?

They exist. They are expensive. And they are honest about what it costs.

A brand that tests finished product, not just fabric, is running $200 to $500 per style per color per production run. For a 10-style, 5-color seasonal collection produced twice a year, that is $20,000 to $50,000 annually in testing costs alone, before lab fees for development samples, before wear testing, before any of the performance claims that require their own protocols.

That math works for premium brands selling $128 leggings at 70% gross margin. It does not work for DTC brands selling $68 leggings at 55% margin.

So most brands do not test finished product. They test fabric during development. They rely on certificates during production. And they hope the supply chain does what it said it would do.

What should a brand founder actually ask for?

If your supplier says they test every lot, ask for the transaction certificate number for your specific PO. Then verify that number against the certifier's public database. OEKO-TEX, GOTS, and GRS all maintain searchable databases. If the certificate number is not in the database, or if the date range does not match your production dates, you have a problem.

Ask for the test report, not just the certificate. The certificate is a summary. The test report shows what was tested, what limits were applied, and what the results were. If your supplier cannot produce the test report, they are relying on a certificate they may not have verified themselves.

Ask what happens when a lot fails. A supplier who has never failed a lot has either never tested, or is not telling you the whole story. A supplier who can describe their hold-and-retest protocol, their root cause analysis process, and their corrective action timeline is a supplier who actually has a testing program.

Ask how often they run surveillance testing. OEKO-TEX requires annual renewal. GOTS requires transaction certificates per shipment. But surveillance testing, random pulls during production to verify consistency, is not required by any major certification. A supplier who runs surveillance testing voluntarily is a supplier who takes the claim seriously.

What I would want to see in a supplier's lab report

The test method. AATCC, ISO, or the certifier's own protocol. If the test method is not named, the result is not reproducible.

The detection limit. A result of "non-detect" means the substance was below the detection limit of the equipment. It does not mean the substance is absent. If the detection limit is 50 ppm and the regulatory threshold is 100 ppm, a non-detect result is compliant. But it does not mean zero.

The sample description. Fabric code, color, weight, finish. If the sample description does not match what is in your PO, the report is not applicable.

The date. Test results are a snapshot. Chemistry can change over time, especially for finishes that degrade or off-gas. A test result from six months ago is not a guarantee of what is shipping today.

The lab's accreditation. ISO 17025 is the baseline. Beyond that, look for accreditation specific to textiles. Hohenstein, SGS, Bureau Veritas, Eurofins, and Intertek are the names you see most often. A lab you have never heard of, with an address you cannot verify, is a red flag.

If you are building a non-toxic activewear line and you want the claim to mean something, the testing has to happen. Not once. Not at development. At production. On the finished product. Lot by lot.

That is what the claim implies. Whether it is what your supplier delivers is a question only the paperwork can answer.

For now: ask for the test report. Verify the certificate number. And do not assume the claim is the same as the proof.
